In the video, a person pierces colored balloons. The video flies backwards also we watch as if they appear. Each note is one balloon appearing. Pop music, sung by a woman, language probably from the eastern or southern border, because I remember the word: 'deczetrojet' :D

Teleclip by the band Activ under the title Visez fully fits the description, I mark as found.
