I'm looking for a song like this, which at one time used to fly a bit on Viva in the days when Kylie Minogue, ATC and such pieces reigned supreme.
It was a song from the genre of trance or eurodance. Its characteristic element was the drum and bass parts (Amen break in the transitions). If I remember the music video correctly, it depicted various young people experiencing summer, at the beach, in the city, etc., rather one kept in shades of blue and gray.
Someone may be familiar with this piece? It was quite popular on VIVA, especially the German one, I think.

Oo, ladies! Plenty of such gems of the trance, eurodance genre at that time... And the theme of summer, beach in music videos was also quite common.
The song that came to my mind when I read your post was "Dj Sammy - Boys of summer", but of course it doesn't have to be that, however, there are several elements consistent, such as: the genre of music (trance, electro), young people and the beach in the video.
